GHANAIAN PORTS: PORT STATE CONTROL FINES

Local correspondents, Africa Marine, advise that they have recently seen an increase in Port State Control fines imposed on ships at Ghanaian ports. Local inspectors are visiting ships and paying particular attention to the discharge of, what they say is, untreated waste water; and also the ship’s records relating to garbage and oily water separators. Fines are as high as USD 60,000 and ships are not permitted to sail until payment of the fine is agreed with the Ghanaian Maritime Authority, who are not open to negotiating the fines.
It is suggested that shipowners check the local requirements closely with their appointed agents before arriving at Ghanaian ports. If in doubt, it is recommended that no discharge of the ship’s garbage or other waste products takes place during the ship’s stay at any Ghanaian ports. In addition, Masters should ensure that all waste records are up to date.
