NEW ZEALAND: BIOFOULING REGULATIONS

Members are reminded of the regulations which came into force in May this year and which are monitored and implemented by the New Zealand Ministry for Primary Industries (MPI).
A vessel must arrive in New Zealand with a ‘clean hull’, when no biofouling of live organisms is present other than a slime layer and gooseneck barnacles, with small amounts of algal growth, provided that the algal growth coverage is not more than 1% of the vessel’s hull and 5% of the vessel’s niche areas (for example rudder, propeller, sea chest, bilge keel and bow thruster).
Operators must provide evidence that they have cleaned the hull within 30 days of arrival in New Zealand and show continual hull maintenance best practice. They can also apply to the MPI in advance for approval of a risk management plan.
