A member has recently reported a suspected bribery attempt while at berth in Puerto Cabello, Venezuela. A person identifying himself as a local quarantine officer boarded the vessel and advised that the vessel had to pay a fine for an invalid drinking water analysis result or be forced to return to the anchorage. The Master requested the officer to provide documents in support of the fine as well as his name and identification. However no documents were provided and the fine was eventually withdrawn. Members should be aware of similar requests for unsubstantiated fines when calling into any port as well as asking all individuals seeking to come on board for appropriate identification.
