The UK’s Foreign and Commonwealth Office have forwarded the attached academic paper on IUU fishing. By way of background, existing European legislation on illegal fishing has been in place since at least 2008, but in the past 18 months or so there has been an upsurge of activity on this issue at intergovernmental level. The International Group Secretariat has been approached several times by UK authorities and one of the authors of the attached paper is keen to improve their understanding of insurance arrangements for larger fishing vessels. It appears that those people looking into illegal fishing have been encouraged to turn their attention to the provision of marine insurance as a weapon against illegal fishing after seeing the effect of insurance prohibitions in US and EU sanctions legislation.

We appreciate that the issues raised in the paper may be of limited general interest to those who do not operate fishing vessels however it is a good thing to be aware of policy developments that appear to be taking place in an effort to crackdown on illegal fishing activities.
