CHINA: SULPHUR EMISSION CONTROL AREA (ECA) UPDATE

Local correspondents are reminding Members that all the key ports in the three ECAs in China will implement the low sulphur fuel requirement with effect from 1 January 2017. This requires ships to use fuel with sulphur content not exceeding 0.5% at berth (berthing is defined as the period of time when the ship is firmly fastened to a bollard until all the cables are untied, excluding the first hour after arrival and the last hour prior to departure). This will include the ports of Shanghai, Ningbo-Zhoushan, Suzhou, Nantong, Tianjin, Qinhuangdao, Tangshan, Huanghua, Shenzhen, Guangzhou and Zhuhai. Going forward, by 1 January 2018 the requirements will cover all ports within the ECAs (and will extend to the whole berthing period) and then by 1 January 2019 the period will extend to the whole time that the ship is in any of the ECAs.
