TEMPORARY FLEXIBILISATION ON MIGRATORY RULES FOR SEAFARERS

Brazilian law firm Promare advise that the Brazilian Federal Police will now only accept a seafarer’s identity document which has been issued under the terms of ILO Convention No.185., as a travel document and also for temporary visa exemption purposes.

Some countries, that are signatories to ILO Convention No.185, have, however, experienced limitations when issuing these seafarers’ identity documents and still have a large number of seafarers with identity documents issued under ILO Convention No.108.

The Federal Police have therefore advised that:

  1. Exceptionally, until June 15, 2021, a seafarer’s identity document under ILO Convention No. 108 will be admitted for migratory purposes.
  2. Exceptional flexibility above will apply only to seafarers who are nationals of signatory countries of the ILO Convention No. 185.

The exemption will be kept under regular review and any penalty/fine, issued in this regard, will be subject to review. Further details are available here.
